Yes, they tend to be tough.  But as soon as you "break" them free, they
usually turn easily.

Clean inside the head of the bolt carefully, get your allen tool in
there nice and straight, and carefully apply some nice firm torque.

They are also easy to drill out, and usually the stub comes out easily
after that with a vice-grip pliers.

Then replace them with stainless steel!
