90 100Q cant rev past 5k under load

Ray,
Don't forget to check the mechanical things. Like when
you push the pedal to the floor, does the linkage on
the throttle body actually open the throttle all the
way and close the Wide Open Throttle switch? Does the
WOT electrically close?
I have a similar problem when my accelerator cable
stretches at the point where I fixed it temporarily (6
months ago).
