90 100Q cant rev past 5k under load

This sounds like a fuel flow or fuel pressure problem.  When was the last
time you changed the fuel filter?

If a filter change does not cure the problem, there is a fuel delivery test
you can run.  I assume the Bentley for the 100Q will have the particulars.
A fuel pressure test would be in order after the fuel delivery test.
