The turn signal/hazard flasher relay is located in socket 'N' of the
early-style fuse/relay panel that your car has (it's the rightmost socket).
The fuse relay panel is located below the dashboard, just behind the little
cubby-hole storage bin at your left knee.
A missing flasher relay shouldn't cause the seat belt buzzer to come on.
Perhaps someone had plugged in the buzzer (which is another relay) into
the flasher relay's socket? If not, I would imagine that there may be
other issues with your electrical system. There might be a ground problem,
and those early style relay panels has its share of problems too...
