Easy enough to make one... a length of 12 gauge wire, a switch that's
rated for more than 15 amps , two male lugs, (optionally) an inline fuse
holder and fuse, and some solder is all you need. You can get everything
from your local Radio Shack.

No. Excess fuel is pumped back to the tank via the return line.

Yes.

You don't need to do that. Jumpering the fuel pump relay will make the
fuel pump run whether the ignition is on or off.
