There are various chemical test checks that can be run on differing
fluids; for example, there's a coolant test which reacts to
combustion gases, identifying a blown head gasket.  Wouldn't surprise
me if there was a test for oil to determine if coolant was in it.
Cruise by the local auto parts place and ask what test kits they have.
   The milky stuff could just be water vapor condensing(water is a
byproduct of combustion.)  This typically happens during short runs;
on longer runs, everything in the engine is hot enough to really boil
any water away.
   The dropping coolant level sounds suspicious but I would make sure
that it isn't simply coolant leaking out from somewhere.  Try placing
a big piece of cardboard under the engine when you get home some
night and see if anything shows up.  Even if the coolant evaporates,
it'll leave a nice stain on the cardboard...
