Yes - unplugging the ISV and experiencing no change confirms -
ISV is bad.
You may have other things mixed in too.
A wagon I recently aquired, same symptoms, seemed to eat ISVs
for lunch -
replacing used with used did not always make a permanant fix,
but it was
indeed the ISV, in the end. I now have a better condition but
still used
ISV in the car and it runs fine.

Are you sure? I'm not arguing, only trying to understand better.
My thinking is: The ISV wouldn't work properly for only 2 reasons. 1. It
was bad. 2. It was good, but getting a bad signal or connection. The
connection to the ISV only has 2 terminals. So it is only getting some DC
current value to do its job. If it doesn't get any or the right current, it
could still be good but not work. If you unplugged the ISV, and the ISV was
good, but the signal or connection was bad, there still would be no change
in the idle, right?
What does this thinking presume that I don't understand?
