Probably so. As I wrote, they appear to be always wired separately, so
these people can flash their regular high beams back at you when you flash
to complain about the blinding "driving" lights.
And again, if you wire them properly, you still have the same old weak
low beam light. I'm sure there are lots of places where high beams can be
used
all the time ("same results" above implies either this or using the
"driving"
lights even when low beams are called for), but where I drive, I can hardly
ever use them. All the oncoming traffic causes much glare, which
exacerbates
my lack of lighting - or vice versa, due to my weak low beam lights,
oncoming-traffic headlights appear particularly bright and glaring to me.
