Actually, it happens all the time in some areas with no disruption.  It's
even legal to open carry here in PA (except in Philly city limits) and
doesn't seem to cause any problems - at least in my experience.  How could
one be cited for doing something that is legal, specifically is open carry
were allowed how would open carry = brandishment?

Re: DOT lighting regs.  I agree they suck.  But they're not law, per
se.  They're executive branch regulations, which are different, but the
same...
