It's not really necessary to prove that it was hazardous. You had an
unknown chemical on your leg you assumed to be coolant. It started burning
you leg after you left the scene. You don't know what it was, but it sure
was burning you leg. It's kinda hard for them to prove is wasn't causing
you pain, because only you know if you are in pain (unless you have a four
foot spike through your foot, then I think we would all know you are in
pain, sometimes it is obvious.)

Now the problem: what did you do when the officer pulled you over? You
stopped and talked to him? In a real emergency, you would have either
driven straight to the emergency room, or you would have pulled off your
pants as soon as you noticed the problem (or cut the legs off if you were
too embarrassed, but remember this is your leg burning, I would think that
you wouldn't really care about other people seeing you in your underwear at
that particular time, especially if you were in a car where people would
have to look hard to see your problem) and run screaming for the nearest
source of water to wash the vile chemical off your leg. I can assume you
didn't do this? Then you might be on the hook for the ticket.

This sounds like (hate to say it, but) like the guy who was speeding
because he had to relieve himself, but passed 3 available bathrooms while
the officer was behind him. In a true emergency, you will take advantage
of the first opportunity to correct the situation, which might include a
little embarrassment, not look for the best possible source for a solution,
like driving home to change pants.
