Loose (Hot)Wire

Hey List,
I just replaced my Radiator(and hoses as per HUW!)and I have come across a
three pin connector that has a wire coming off that looks like it might be a
grounding bolt.It appears that it has rusted off from somewhere.I found it
pushed up against the bottom bracket for the A/C condensor and saw it spark
while checking for leaks on the replacement radiator.I have it covered in
tape currently,but I wondered where it is supposed to be hooked or
bolted.Also curious as how to tighten that belt for the A/C condensor. Any
ideas?
