Buzzing under back seat Type 44

You are correct in suspecting it is the fuel pump. It is not under the
rear seat, but rather in the tank, just behind it. One of the common
failures and probably what you are experiancing is that there is bebris
from the tank liner plugging up the screen filter on the base of the
pump. The only fix for this is to pull the pump out of the tank, and cut
the screen out. This will allow th pump to ingest more garbage, but it
all will be caught by the fuel filter. It could also be that the pump is
just plain wearing out, with the mileage you have, if it is the original
pump you are prolly well past it's normal life expectancy. I'd consider
finding it a good retirement home and getting a replacement.
