Talking about the spring controlled rear mounted ones;
Not all cars have 'em. But cars that do have them, are designed to have
them. If it's not working correctly your brake system is not functioning
correctly. Period.
Cars with 'em typically have a greater bias (than would be prudent in a
non proportioning system) to the rear built in. This bias is then moderated
down by the valve under heavy brakiung situations, to help avoid the early
rear lock up that would otherwise occur. Even if you were able to 'set' the
valve at a certain setting , it would only be the 'right' proportion for one
situation.
