They really do use it like a turbocharger...the cold side is used to
provide a big supply of pressurized air to mix with the diesel or
propane, it's burned in a flame tube, then directed out the hot side
of the turbo.  These guys take inventiveness to a whole new level.
The budget is really funny...I think they probably spent well under
$500.  The turbo was had for $20.

The RPM measurement setup is one I've seen before...quite neat.  A
reliable(read: no injested objects by turbo) mounting system, and
focused source+sensor would allow placing the sensors flush against
the housing of the turbo(no airflow restrictions.)
