Not if it's only one wheel....

The usual suspect is the emergency brake cable(it rusts up
internally, and there is one per side) or the ebrake lever on the
caliper itself.

Check the archives; this is one of the most common problems for the
type 44, I'm sure there are at least a dozen writeups on how to clean
up the mechanism.
