I'd call $3500 overpriced unless there is a complete service record that
indicates when the timing belt/water pump and belt idler pulley were
replaced, as well as a bunch of routine services.  Half that amount would
be reasonable, considering you can't tell from a record that the mileage is
what's indicated.  My '87 has nearly 200k miles on it and hasn't been used
for about a year.

You can test the "bomb" by running the engine, shutting it off and counting
the number of pumps you can give the brake pedal until it gets hard.  If
you get 20 + pumps, the bomb's likely in pretty good condition.
