Because a properly engineered chain is a very costly proposition, and
adds a lot of weight, noise, and slop to the drivetrain. Also, the
engine can be shorter because the chain needs more room. I'm
rebuilding the engine out of a 1985 saab 900 turbo right now, and the
timing chain related components are going to cost me $300 or so. They
are spendy. The belt and idler on an audi can't cost much more than
$100 or so.
