Hi Bob,

    The 10PSI of boost cut out is the ECU lowering the max boost because
it has sensed something wrong with the system. This limit will stay
enforced regardless of other conditions until the car has been
restarted. You may want to check codes to see what is going on. On my 96
S6 I sometimes get a "manifold pressure exceeded" code to indicate what
is happening. I am told that on older cars this code does not survive a
restart. I'm not sure what the case is with the 95.

    On the 94 S4 I used to own, I had a similar problem on a completely
stock car. It eventually turned out to be the fuel pump that was on it's
last legs. I would suggest that you check the main components of your
fuel system to make sure that they are working properly. Checking to see
if the mixture is leaning out under high boost would be a good first
check. Any number of A/F ratio gauges attached to the O2 sensor should
be able to provide this information.
