could this be the temp sender???

I went to start my 4KQ up this morning .... The mixture meter I installed was
pegged at rich (this is odd as it is usually lean) then the car falls on its
face and dies. I managed to get it to warm up by holding the throttle part
way open. after it got warmed up the mixture meter was back to its usual
activity. I am guessing that this has something to do with the temp sensor
that sends the ECU signals. If I am way off base on this diagnosis please
tell me. thanks
