Brakes Went Out

Let me start by saying I don't know a ton about brakes.
My pedal barely moves and is extremely stiff. I have very very long braking
distances. I am unable to get ABS to actuate on snowy roads even under full
braking pressure - no sliding either.
Rotors = quite worn
Pads = ~75%
Fluid level = 1-2mm below maximum.
Brake warning light = On, flickering off/on
ABS off = no change
Rear brakes (after braking) = warm
Front brakes (after braking) = cold
E-brake = functional
Coupe Quattro = too expensive to fix at this point??
I was thinking: master cylinder? frozen front calipers? Front calipers
over extended into my worn-out rotors?
Are there rebuild kits for these parts or am I stuck buying new? I have
sourced the rotors. I am looking for a cheap yet effective fix - these
brakes do not see the track and they are being totally replaced with a BIRA
setup in the fall.
There is such a HOST of problems this week that it seems my car will cost
more to fix than I could get for selling it. This only adds to the list.
