Cammed 4kq and cold weather & cold idle

Someone was advertising a mechanical idle control valave in the Roundel
classifieds awhile back...the idle speed as controlled with a thumbscrew
that increased or reduced the aperture inside. I recall the price in excess
of $60.
I don't think I'm that desperate yet. The car idles too well once it has
been running a minute or two.
The heater valve idea is intriguing, though...
Anyway, all bets are off until the snow stops falling! I got a particular
kick zipping past some bozo on the freeway tonight in a Honda Civic with a
SuperBird wing and those stupid taillights. Guess he forgot his fluorescent
snow tires...
