Power window woes on '95 90. Where?

OK, I've looked at the panel above the pedals, where the relay bus, including
the power window relay, is supposed to be located, and it seems to be held in,
in part, by a section of leatherette dash. The dash section, under the steering
wheel, seems to be removed by popping out the two plugs and unbolting the right
angled nuts. Does this seem correct? i want to check with those who have BTDT
before I dismantle the wrong area of the car. thanks.
