Who Yields?

Hmm...
I may have to revise my position here. Huw and Kent both bring up the
perfectly good point: The SIGN changes everything...
I have absolutely no idea now, but I bet the sign was put there because
drivers aren't educated enough.
In theory, the left turner yields, but with the sign... Huw and Kent (and
Stephane et.al.) are probably right.
