Jenny,
I think part of the reason, at least in Germany, is
that vehicles must pass a very strict maintenence test
every few years or so. This partially encourages
people to buy new stuff.
Someone else mentioned insurance and registration
costs increasing with age. Thats the exact opposite
from the USA.
