Unwanted Heated Air in Cabin - 89 80 Q

In my 89 80 Quattro I have heated air coming into the car via the vents even
though the knob that controls this is set all the way to cold.

I looked in the Bentley and it shows that the cable from the temperature
control lever goes to a temperature regulation flap.

What is the easiest way for me to access this flap so that I can make sure it
is closing fully ?

Am I looking in the right place or should I be looking for a temperature
control valve like what I have had in the past on other Audi's ?

Any help will be appreciated.
