Actually, the way I understand it is that if you put a different (newer or
older) motor in a car, the car must pass the more stringent emissions
requirements (i.e. most recent) between the date of manufacture of the
engine or the date of manufacture of the body.

I also don't think that federal standards have too much to do with it as
most emissions programs are state run (although the Feds do require that
certain urban areas have an emissions testing program, but they do not
actually run the programs).

Not to mention the fact that a diesel engine will usually buy you an
exemption on the emissions test anyway.

It's illegal to put an older engine in a newer car due to federal emissions
laws.  I think the fact that your grease engine will have lower emissions
than the gas engine it replaces would be lost on the government.
