Yes, if they do it means they stay open when they're not supposed to, which will cause the car to die as soon as its reved once started.

Maybe you need to tweak your CO? Don't know, that's where I'd start, if you haven't already.

Hmm, well, when the car is idling, the valve should be closed, when you rev it past 1200rpm, the valve will open. Maybe its not opening and you're not getting any Decel fuel shot off?

Its a pretty easy test to determine whether good or bad.
