Hard starting/poor running engine

The 3A engine in my '89 80q does not run right. It takes some time to
start when cold , and it stumbles and will sometimes stall when idling
if I don't "help" it by touching the accelerator. Can it be the ISV
that needs cleaning, or a temperature switch gone bad? It has got two
sensors in the coolant neck, the upper for the CSV, right? Maybe it
signals a warm engine when it is cold?

Another thing, the radiator fans run too much, I think. They even
start when I shut the engine down after running it for 2-3 minutes.
This can't be right?
