Had the same problem on a 90q I bought recently. Also in MN.  I got 3 out of
4, but wound up breaking a hole in the fiberglassy surround that held the
nut.  I then had a 1/2" hole in the surround.  I bought a pack of nylon
sheetrock anchors at Target (outside diameter about 9/16"), the kind with the
BIG threads on the outside.  I cut it down with an aviation snips so I only
had the top 1/4-3/8" (basically the first round of thread).  I screwed this
into the surround and epoxied it to the surround with J-B Weld.  I then
screwed the license on with a standard sheetmetal screw.  Worked great and it
shouldn't be a problem in the future because the nylon won't rust.  Good Luck!
