FWIW, NY and Mass both consider ANY cover over a plate an "obstruction".

Hence, those lidar and photo-radar plate covers are illegal at both
inspection,
and at anytime that a cop has you pulled over for "legitimate" reasons.
Note,
if they write you up for having an obstructed plate, they have a
legitimate reason.

For what THAT's worth, it may be worth having a plate cover if you are a
chronic
speeder. If they aren't totally sure that they can nail you for speeding
(right!) that at
least gives them an easier altenative. Otherwise they might pursue the
speeding
path with more earnest, which always counts against you much more
severely than
equipment violations.
