The pump is there to increase the vacuum for the brake booster when you are on the throttle. The engine naturally produces plenty of vacuum when off the throttle, but it may run out (it has a vacuum reservoir) if you are doing some really spirited driving so that you are on the gas and brake at the same time (heal-toe driving) like when you are on the track. For 99% of drivers, 99% of the time, it is 100% useless.

Why is the pump there in the first place? My car doesnt have this, but
the engine looks identical otherwise (apart for the cruise control unit).
