Anyone know the acceptable circular run out for 16" Tires

registration cards to send in. I left her at the tire store thinking
that she was in good hands, but later that day got called as she said it
was shaking badly, worse than the studded snows she had been running. As
she was heading out of state I told her to return and have them
rebalance, which they did. They still shook so she took it to the
mechanics who usually does the extensive repairs.

The steering wheel still shakes and you can feel it through the
gas pedal, mirrors and center consol. I am having her take the car to
another tire dealer as she is now out of state to check both the rims
and tires, but would like to know the level of acceptable circular run
out for tires.

First suggestion is to take advantage of the manufacture warranty on the
registration card.  The tires sound like they are giving you problems due
to possibly broken cords, or missaligned cords, possibly as a manufacturing
defect.  Sometimes the defect is so pronounced, that you can see an
indentation in the thread or sidewall area, or a raised bubble on the
sidewall or thread area.  Other times the defect is so subtle that it is
not noticeable until the tire is heated up, from road use, and then the
problem appears.  Your assessment of having the shaking items, is generally
an indication of broken cords (or belts) within the tire.  Verification of
the problem being the tire, and not the rim or any part of the cars's
suspension or steering components, can be accomplished first making a test
drive on a particular section of road, secondly by remounting another tire
on the exact rim (or rims), having the tire (or tires) balanced, and
thirdly by driving the same road that was used for the first part of the
testing.  This is a common problem I have seen through the years, so I am
relaying my own first-hand experience and knowledge gained from the
results.
