My suggestion is to exhaust the possible methods of contacting the person a=
nd then if you feel the need, put out the warning. My reason for caution is=
from a personal standpoint and this is the story:
I bought a set of rims from a lister, received them without a prepay. The r=
ims were just as promised so I wrote a check stuck it in an envelope and in=
the mail so I thought. A couple of months later I find it in a compartment=
of my briefcase and now I have egg on my face. I immediately insert it in=
to the mail and write the seller an apology. He writes a thanks as he thoug=
ht he had gotten burned.
As you can see this was a mishap on my part and the seller did not attempt =
to hunt me down or burn me. I had no intention of burning him although it p=
robably looked that way.
If you feel you've takeen the steps to collect, then do what's right to pro=
tect others of a chiseler.
