Steering wheel wobble [FWD]

Hi Listers,
Car is '88 type $$ (100) Auto with FWD.
I've had an annoying wheel wobble problem that has frustratingly
coincided with a tyre change.
The symptoms - a)steering wheel wobble at 60-70 mph that I regard as
classic wheel balance problem.
b) a more mysterious sterring wheel wobble at low speeds (20-30) which
is most prevalent on a light left or right lock and sometimes more
pronounced than other.
The wobble goes after 70mph and is smooth and arrow straight at higher
speeds
The tyre change that I mention was 1500 miles ago - two new goodyears
on the front. I went back to the monkey lads who fitted them and they said
they'd rebalance them. When I returned there was a new weight on one wheel
and they said that the problem was that one of the weights they'd fitted
before had "fallen off". Took it home and the wobbles still there.
I guess I'll give 'em one more chance to try balancing them right, but
what worries me is the low speed wobble. I had a similar wobble on an old
high mileage 'beater' but I never sought to cure it as the car was on its
way out anyway and I was prepared to let it go. Assuming that the 60-70
wobble is definitely a balance thing maybe I should even take the car
elsewhere, get that sorted and then see if the low speed wobble disappears.
So any suggestions? Can unbalanced wheels really cause a steergin wheel
wobble at 20-30mph?. The car is in great order all round, only thing that
could (remotely) be connected is that one of the front driveshaft inner
joints is a bit worn due to a rubber boot rip that was neglected by the PO,
but I don't see how that could cause any input to the wheel attitude. As
far as I know the outer CVs are fine (no play and no clicking on lock).
