proportional valve: how important to have working one?

If the fronts are locking up, the ABS isn't working, so you might benefit
from eliminating it from the system.   You could try disconnecting the
electrical of the ABS (under rear seat) and see if that changes
anything.  My ABS wasn't working properly due to corroded CV joint/sensor
malfunction, so I disconnected it and my brakes are pretty good without it.
