Type 44 6J 'aero' wheel liner

Just found the oddest thing on the front of a 1990 Type 44 tqw.  It's a shaped rubber disc
that fits inside the 6J aero wheel before it's mounted on the car.

It doesn't look as if it was designed even for a five-lug wheel.  There are no manufacturer's
marks on it whatever.  It sits snugly inside the wheel when it's off the car and blocks the
ventilation holes completely.

Anyone seen anything like this?
