Well, it only took about 3 minutes of diagnosis after I pulled the car into
the garage for me to solve the problem.  In case you don't remember, I had a
constant idle of around 3k rpm on my 5ktq.  It was accompanied by periodic
hard cold starting and hesitation upon acceleration.  The solution was to
swap out the ISV.  The biggest indicator pointing to a malfunctioning ISV
was the fact that unplugging it while the engine was running did absolutely
nothing to the idle speed.  I changed it, restarted the car, and the idle
settled to an acceptable 1000 rpm.  A minute later, I had it adjusted to a
perfect 850.  The car now runs better than ever.  Upon inspection of my old
ISV, I found that it leaked a fair amount of air when blown through.  It
should be absolutely air-tight when in your hand.  Obviously, it was
sticking open, and allowing too much air to pass, creating the high idle
situation.  Hope this helps others with similar situations.
