bouncing idle 4kq

Here's the story.   My 86 4000q is having a problem with returning to an 
idle.    Basically, you turn the car on and it idles fine.    You hit the 
gas and get the rpms up and then let off and the idle falls to about 400 
rpms and shuts up to about 1800 rpms and then down to about 600 rpms and 
then up to about 1500 rpms and so on until it evens out and holds an idle.   
This sounds like a vacuum leak to me but it started right after I fixed a 
major vacuum leak (and I can't find another one) and put on a new head 
gasket this week.    I'm confused.   Any advice would be very appreciated.
