Its even simpler than that in MN.  Just send your wife, neighbor or anyone 
else you trust with ~$45 and your registration / insurance papers down to the 
DVM and they will leave with your new stickers or plates.  MN used to attempt 
to conduct an "emission test" in some of the metro areas, but it was such a 
joke they finally stopped it.
