Wisconsin is the friendliest "car" state I've ever lived in... and I've
lived in quite a few.
For Collector tags (only restrictions are that the car be 25 years old
and you can't drive it in the month of January without getting a $6 temp
permit) it's a one time fee of $110 for a lifetime registration.
Subsequent registrations (for additional cars) are $80 each. No
inspections (safety or emissions) and no mandatory insurance.
Special tags (with few restrictions) on home-build vehicles. Special
tags with restrictions similar to "Collector" for Street Rods. No tags
or registration on most trailers.
And for "normal" cars, no safety inspections and emission inspections
only in a few areas (and I can tell you offline a loophole of how to get
out of even those...)
Why oh why did I ever move to IL? ;-(
