4kq IAC Sucking

I just went out to check mine and it does it quite nicely,
being cracked that is. Put a few wraps of electrical tape
and it then sucked closed. ( Tape is tempoary, btw. )  
I was thinking about putting a short piece of pipe/tube 
inside to keep it open, or is it supposed to close like that?
