That is fairly normal, and it's also partly why that hose seems to crack
quite nicely, when old enough.
It's sucking flat because of engine vacuum - and it's a good sign you
don't have any leaks, I suppose.
Also, I think what you are referring to as the "IAC" is sorta normally
called the "ISV" (idle stabilizer valve), but I bet there is an even
more official "real" name for it... I'd be even willing to bet that
*you* are using the correct name... but it was a bit confusing for a
moment!
What percentage duty cycle is 15 degrees on the V8 setting? Sounds like
almost nothing... 1/8 of 1/24? There might be a spec in your Bentley for
idle duty cycle - adjust your idle screw to achieve the correct setting,
it should help make cold idling, etc, more predictable. I know on the
CIS-E3 cars (NG at least, 90Q) it is 27 degrees - which is almost the
lowest it will allow anyway. Maybe I misunderstand or miscompute 15
degrees on a V8...
