4kq IAC Sucking

Hello Audifans:
Got a quick question about the IAC on my car.  The rubber elbow from the 
intake to the IAC is getting sucked shut during idle.  Then the elbow 
balloons or expands when the engine is decelarating from a blip of the 
throttle.  The valve opened when I bench tested it, and it is humming and 
operating at 15 degrees of dwell on the V8 scale of my analog dwell meter.  
It also responds with a degree change when turning the throttle body 
adjustment screw.  Do you guy's think this IAC has just gone bad?  Obviously 
the engine is wanting additional air.  Any input or advice is greatly 
appreciated.  I have a used IAC that I haven't substituted yet, but don't 
want to trash a component that may be OK.
