Cleaning urethane bumpers

Thinner on a rag and in small quantities does take off the wax.  You
might try cleaning first with "Murphy's Oil Soap", the stuff they sell to
clean wood floors.  Murphys strips off the old wax but is gentle to the
painted surfaces.
