Yes, and it sounds like the turbo bypass valve is either broken, or
the control line is broken.  The control line is routed up along the
intake pipe right up against the head shield, and usually
breaks/cracks a few inches up from the bottom of the intake pipe.
Outright replacement of the line is probably a good idea; if you want
to never deal with it again, replace the run along the hot area(s)
with some thin copper tubing.

The valve should hold a vacuum on the control side, and you shouldn't
be able to blow air through it.

Not sure.  Try fixing the intake stuff first(ie see if it's something
obvious, might just be a popped off hose), clear the codes, try
starting again.

By the way, if the idle switch code returns, check it with a
meter...clicks don't mean the switch is working completely.

Possibly, but check the crankcase ventilation system first, if it's
toast, the crankcase will get overpressurized and you'll see oil
coming out the distributor.  Make sure the hose hasn't collapsed near
the block(shouldn't be squishy etc) and so on.  If you replace, make
sure the copper flashback arrestor goes into the new hose.
Check/clean the two valves as necessary as well, make sure they seal
etc.
