Your '82 doesn't have an ISV.  The ISV appeared on the 84+ CIS-E cars.

The clicking noise is probably the hot start pulse relay, which gets
activated if the car doesn't start after prolonged cranking (it was
meant to be a remedy for vapor lock conditions).  However, it probably
contributed to your engine flooding out with fuel.  The 30-minute wait
allowed enough time for the flooding to go away.

As to determining the cause of the no-start condition in the first place,
look for an intermittent ignition switch or connector in the ignition
system.  One place I have had a problem with in the past is the multi-pin
plug to the ignition control module, and the plugs to the digital idle
stabilizer box adjacent to it (if your car has one).
