Did this include checking to make sure the programmer isn't receiving
an overheat signal from the multifunction temperature sender? If so,
it won't engage the clutch. A fairly quick test is to simply unplug
the multifunction sender and see if the clutch engages.

According to the Bentley, both 6 and 11 are listed as "open" along
with 1 and 4.
A/C relay is #4 in the Auxiliary relay panel; middle row, 4th from the left.
