Advice for new 90tq needed

Ahhhh! That bypass valve, depending on it's design, will be open at all
times under any manifold vacuum, such as idle, and could be leaking under
boost. This would provide a very crummy idle, as well as rich under boost
(if leaking). Pull that puppy off, plug the hole, and see if things
improve. Idle will probably come right up once you plug that, or reroute
your plumbing, to keep all the metered air in.

On a CIS system you must have ZERO leaks between the metering flap, and
the intake port if you want to maintain the correct mixture.
