I would echo Shayne's post.
The Eibachs are not going to be as stiff as H&Rs. I have Eibach ProKit springs on my CQ, and I'd say they're stiffer than stock, but still very drivable and compliant on rough roads etc. I combine my Eibach's with Bilstien Sport shocks, which also contribute to the handling improvements. I've ridden in H&R prepared cars, and they were a little stiffer/flatter than my car, but they were a little less forgiving on strait line bumps and such as well. If you're considering Delrin bushings and/or low profile tires in the mix, consider that those will further exaggerate bumps and chop.
The Eibach's are indeed a non-linear spring - meaning that in strait line driving and mild turns they give a little more, but when pushed, they compress and stiffen up. Again, this translates to a little more roll, dive, and squat than the H&Rs, but a smoother ride overall. The H&Rs are going to be slightly stiffer all the way around - pushed or otherwise.
Like most things, it depends greatly on your preference, your standard for comparison, and your intended use. As a side note, if you're considering track driving as an 'intended use' go with the H&Rs. The Eibach's are better suited for improved 'street' handling.
As for the amount of drop, I was always told just the opposite of what you were told. I was given ProKit drop to be 1.00" or so, while H&Rs were quoted at 1.5". The drop on my CQ was about perfect for me. Right around an inch or so.

I can give some feedback. I did some real indepth research about a year ago
when I designed the suspension on my MBZ 280 SEL. I wanted either company
to make a run of springs for that car. To the point. Eibach makes their
springs about 20% stiffer then stock and MOST springs they say are NOT
linear. H&R on the other hand makes their springs about 30% stiffer than
stock and MOST ARE linear. I have H&R on my V8q5 and love them. With the
sports, the ride is very firm but not harsh. Even with Delrin up front. As
for Spax, one of my very good friends has an Avant with Spax coil overs. It
is bordering on harsh on rough roads. VERY firm on most everyday roads.
Not uncomfortably so. And, this friend loves them, amazing considering he
is 62. But, physically more like a 77 year old.
