Ed, on a CIS car there is no real way to do "blow off" mode as you describe. Blow off means you're getting rid of metered air, a big no no which will cause the CIS system to run rich, its giving fuel to air its metered, and you're dumping it out to atmosphere before it gets to the combustion champer. You need to install the valve correctly, to recirculate, then you will find your car runs much better (assuming other problems aren't present.)
